To recieve an award under the Youth
Offenders Program, a State Correctional Education Agency (SCEA)
must submit a state plan describing how the program will operate.
States must also submit an annual evaluation report. The date
requested from the eligible population request form is necessary to
run the allocation formula.
On behalf of this Federal agency, I certify that
