This package is
approved for the field test only. ED will not begin the 2003 full
scale study, including sample recruitment, until further OMB
clearance. ED will resubmit the full scale study once the results
from the field test are available. The supporting statement should
describe the results of the field test and any changes that have
been made as a result. OMB waives the 60 day public comment period
for the resubmission of the full scale study. OMB emphasizes that
no portion of the full scale study can begin without explicit OMB
approval.

The 2002 field test of the National
Assessment of Educational Progress will test assessments of reading
and math at grades four and eight and of foreign language at grade
12. In addition the field test will cover special background topics
of out of school activities and parental involvement in education.
Background questionnaires will go to students, their teachers and
their schools.
