the Study of Charter School Finances (OMB No. 1850-0754), ED will
ensure that (a) to the maximum extent practicable, student outcome
data from this study is used to supplement the Finance study, and
(b) by the end of this fiscal year (9/30/99), ED will submit to OMB
a research strategy for empirically assessing student outcomes in
order to inform the relationship between school quality and
cost-effective allocation of public resources in charter school
finance systems.

This 4-year study of charter schools
will examine the impact of charter schools on student achievement,
on education reform, and on an array of other issues. The study
includes an annual survey of the universe of charter schools and
site visits at a sample of charter schools and comparison
schools.
