minimum of 2 months. In addition, ED agrees to continue to monitor
this application process to assess whether enough time is being
given for challenged, low income schools to leverage the kinds of
resources and achieve the level of coordination necessary to be
competitive. ED will update OMB by 9/30/98 on what they have
learned from the current application process and their strategy for
change, if any, in future application processes.

The FY 1998 Technology Innovation
Challenge Grant competition will focus on professional development
by providing support to consortia that are developing, adapting, or
expanding applications of technology training for teachers and
other educators to improve instruction.
