public comments submitted to OMB on 2/25/98. In addition, ED agrees
to monitor this application process to assess whether the 6 - 8
week time frame was enough time for challenged, low income schools
to leverage the kinds of resources and achieve the level of
coordination and collaboration necessary to be competitive. If ED
finds that the time frame was not sufficient, they make any
necessary changes in the next application process to deal with this
issue.

The FY 1998 Technology Innovation
Challenge Grant competition will focus on professional development
by providing support to consortia that are developing, adapting, or
expanding applications of technology training for teachers and
other educators to improve instruction.
On behalf of this Federal agency, I certify that
