June 1996, as ED has agreed. Should the Department request use of a
continuation application after June 1996, that request shall be
accompanied by a summary report that analyzes grantee responses
collected on this application. This will address concerns regarding
the utility of certain narrative questions that appear overly
general, broad, open-ended, and sometimes vague. If ED's summary
report shows solid evidence that the continuation application
solicits useful responses, use of the form as currently presented
can continue. In addition, ED shall also demonstrate why further
clearance for a continuation application is necessary in light of
the new rules that call for making continuation awards based on
performance reports (though these comments would also apply to a
performance report request that included similar questions).

AGENCIES, STATE EDUCATION AGENCIES, INSTITUTIONS OF HIGHER
EDUCATION, TELEVISION STATIONS, AND OTHER TELECOMMUNICATIONS,
