development of the PEQIS, ED shall no longer employ the Fast
Response Survey System to collect data from postsecondary
institutions In addition, ED shall withdraw from participation in
the NSF-sponsored Higher Education Survey system when the current
sponsorship agreement expires, since the PEQIS may meet the needs
of the entire Department o Education. The PEQIS is cleared under
the following conditions: -- Each survey submitted for OMB review
under the PEQIS shall include a set of policy goals addressed by
the survey, research questions in the context of these goals, and a
map indicating how the survey items will help to answer the
research questions. -- Although the PEQIS does not include a
standing panel of less-than-t year institutions, the significant
policy interest in this sector necessitates special efforts to
include them in ED's research agenda. ED has indicated that IPEDS
shall be used as a current source for sampling less-than-two-year
schools through the PEQIS. -- If program offices in the Department
request a sample that allows f analytical distinctions between
specific strata of schools, ED shall draw a supplementary sample to
the PEQIS panel consistent with the research needs and level of
support from the requesting program office

THE POSTSECONDARY EDUCATION QUICK
INFORMATION SYSTEM (PEQIS) IS DESIGN TO CONDUCT BRIEF SURVEYS OF
POSTSECONDARY EDUCATION INSTITUTIONS OR STATE HIGHER EDUCATION
AGENCIES. PEQIS PROVIDES INFORMATION THAT IS NEEDED QUICKLY AND
THAT CANNOT BE COLLECTED THROUGH TRADITIONAL NCES SURVEYS. PEQIS
WILL CONDUCT 4-5 SURVEYS EACH YEAR IN RESPONSE TO
