This new information collection request is to request the Office of Management and Budget’s (OMB) approval of a new information collection titled, FMCSA Registration System. FMCSA is replacing its Unified Registration System, with a new, online registration system, which will be named the “FMCSA Registration System” (FRS). The new system will allow all persons required to register under the Agency’s commercial or safety jurisdiction to do so online. While the online registration system is voluntary, entities are still required to register with FMCSA either through this system or through mailing the paper forms associated with this collection. Motor carriers may conduct transportation services in the United States only if they are registered with FMCSA. FMCSA requests information to identify the applicant, the nature and scope of its proposed operations, safety-related details, and information regarding the drivers and vehicles it plans to use in U.S. operations. FMCSA and the States use registration information collected to track motor carriers, freight forwarders, brokers, and other entities they regulate. Registering motor carriers is essential to being able to identify carriers so that their safety performance can be tracked and evaluated. The data make it possible to link individual trucks to the responsible motor carrier, thus implementing the mandate under 49 U.S.C. 31136(a)(1); that is, ensuring that commercial motor vehicles (CMVs) are maintained and operated safely. In general, registration information collected informs prioritization of the Agency’s activities and aids in assessing and statistically analyzing the safety outcomes of those activities. There are six ICs as follows: IC #1 - Unified Registration System, FMCSA Registration Updates (PRIOR Form MCSA-1); IC #2 - Licensing Applications for Motor Carrier Operating Authority (PRIOR Forms OP-1, OP-1(P), OP-1(FF), OP-1(MX), and OP-1(NNA)); IC #3 - Motor Carrier Identification Report (PRIOR Forms MCS-150, MCS-150B, and MCS-150C); IC #4 - Motor Carrier Records Change Form (PRIOR Form MCSA-5889); IC #5 - Request for Revocation of Authority Granted (PRIOR Form OCE-46); and IC #6 - Designation of Agents, Motor Carriers, Brokers, and Freight Forwarders (PRIOR Form BOC-3). It is expected that FMCSA will eliminate collections and associated forms, as users will instead use the FRS to collect the information previously submitted. Under FRS, these forms will be integrated into the online system through a series of questions that will be asked, using smart logic where the system will ask only the questions that relate to the applicant or registrant, based on the answers they provided to the previous question. Until FMCSA completes a regulatory change to remove reference to the original forms from regulation, registrants may continue to use the original forms to request the appropriate registration action.

This is a new ICR therefore the table above reflects an increase in burden hours and non-wage related costs. However, the burden hours and costs are a replacement of the burden hours and costs of the the current Unified Registration System (URS) and the forms specified for each IC by the new FRS to be in place, and not an addition to the current URS in place and forms.
