This attachment contains a specific topic for which ED would like to obtain input from data submitters and stakeholders. Please note that in addition to these specific questions, public comments are encouraged on all parts of the HEERF I, II, & III Data Collection Form.
Directed Question 1
Overall, what data in this form will be difficult to compile and/or report on and why? Are there changes that could be made to improve the quality of the data or reduce the burden? What are the overall challenges to reporting these data on an annual basis?
Directed Question 2
In order to assess the distribution of grants and enrollment statuses across different subgroups of students, ED seeks to obtain additional data from institutions regarding HEERF grant recipients by race/ethnicity, age, and gender. ED would like to obtain input from data submitters and stakeholders on the extent to which adding additional disaggregations would require data submitters to create new processes and systems to collect these data and how these data are helpful to better understand the demographics of students who received emergency grants.
Directed Question 3
Question 10 requests information on the number and proportion of degree/certificate seeking students who ever received HEERF grant funds in the reporting period and their enrollment status at the end reporting period. Specifically, for this subset of students, how many had completed a program by the end of the reporting period, how many (who did not complete a program) are still enrolled at the end of the reporting period (i.e. last valid enrollment record prior to the end of the reporting period was an enrollment record), and how many (who did not complete a program) are withdrawn (i.e last valid enrollment record prior to the end of the reporting period is separated from the school with a withdrawn status). The revision of this question also adds disaggregation by student subgroups.
The revision of Question 10 also proposes to add comparison groups. The first type of comparison group consists of students in the same reporting period who did not receive emergency grants. The second type of comparison group consists of students in prior reporting periods. For 2020, proposed comparison groups include both students who received emergency grants and those who did not receive emergency grants. For 2019, the comparison group consists of all students. ED seeks comments on the feasibility and burden for reporting on both types of these comparison groups.
