Upward Bound and Upward Bound Math Science held grant competitions in 2012 and 2017. Under the 2012 competition, applicants could choose to respond to three competitive preference priorities; the Department of Education required successful applicants that had responded to the second and third priorities to provide information in their annual performance reports (APRs) on how they had implemented the priorities. In contrast, under the 2017 competition, the Department established only one competitive preference priority--one that was new to the applicants. Accordingly, for APRs for the 2017-22 grant cycle (the first of which grantees will submit in late 2018), the Department intends to drop the obsolete 2012-17 language about the two older priorities and to explain instead what information the Department needs on grantees' implementation of the one priority included in the 2017 competition.

The number of respondents has decreased from 992 to 975 and the total burden hours have decreased from 16864 to 16575 over the funding cycle. The decrease in the number of projects funded is a result of grantees having been unsuccessful in the most recent UB and UBMS competition and not meeting substantial progress requirements for continuations. Therefore, the number of projects currently completing the UB APR is 975 grantees. The reduction in burden and respondents is considered an adjustment. There are no other changes to the documents.
