HRSA is seeking to collected needs
assessment updates from MIECHV Program awardees. Section 511 of the
Social Security Act, as amended by the Bipartisan Budget Act of
2018, requires states to review and update their statewide needs
assessment and identify communities with concentrations of risk no
later than October 1, 2020 as a condition of receiving their Title
V Block Grant allotment. A Needs Assessment update will consist of
a Needs Assessment Update Narrative, a Needs Assessment Data
Summary, and documentation specifying that the state has granted
authority to any nonprofit receiving MIECHV funds to operate a
MIECHV program in a state, as applicable. In addition to satisfying
statutory requirements, the needs assessment update will allow HRSA
to verify that MIECHV funds are used to provides home visiting
services to families in at-risk counties.
