Program for International Student Assessment (PISA) 2018 Main Study

Seven public comments were received during the 30-day request for comments on the Program for International Student Assessment (PISA) 2018 Main Study. The comments did not raise questions directly related to the planned PISA 2018 procedures and materials and were non-substantive in nature to the PISA collection. The comments were generally focused on various federal policy discussions (e.g., immigration and gun control), with one focused on a request to use the SAT as a measure of student achievement rather than conducting PISA.
The National Center for Education Statistics (NCES) conducts PISA in the United States as authorized by the Education Sciences Reform Act of 2002 (ESRA 2002, 20 U.S.C. §9543). PISA is part of a suite of international comparative education studies that are specifically designed to provide policymakers and the public with information on the knowledge and skills of U.S. students in comparison to students from countries around the globe. In order to make valid comparisons across countries and economies, all participants must be administered the same instruments, under the same conditions. For this reason, other sources of data—such as the National Assessment of Educational Progress (NAEP) or the Scholastic Aptitude Test (SAT)—cannot be used for such comparisons, as these other measures of student achievement are not used universally.
