Introduction
On July 21, 2016, the U.S. Department of Education (Department) published a Notice of Proposed Information Collection Request (Notice) in the Federal Register inviting comments by-September 19, 2016, on the proposed annual performance report (APR) for the Upward Bound (UB) and Upward Bound Math and Science (UBMS) programs.
The Department received five comments. Of the five comments received, four were not related to the UB/UBMS APR. The Department reviewed the one comment related to the APR regarding access to student information on postsecondary remediation courses.
Below is a summary of the comment and the Department’s response to the comment including whether subsequent changes have been made to the APR.
Section II: Information on Postsecondary Education
Postsecondary Remediation
Comment: One commenter expressed concern about the ability to provide the requested information on remedial courses. The commenter asked if the Department could require colleges, which receive federal funding, to share information on remedial courses with UB projects.
Discussion: The Department does not have the authority to mandate that colleges receiving federal funding provide information to grantees regarding remedial courses. The Department does acknowledge that some projects may encounter difficulty in tracking or acquiring participants’ remedial coursework; however, it is in the best interest of the project to use available resources to obtain this information which typically impacts postsecondary completion rates.
