Resources to help understand and follow the federal Principles of Ethical Conduct in areas such as gifts in the workplace, conflicts of

interest, outside activities, and compensation for teaching or speaking. Helping to achieve the goal of a federal workforce that is void of
conflicts in their duties, which strengthens the public trust in the research conducted by NIAIO.

Frequently Asked Questions
The federal government offers employees the opportunity to contribute to charitable organizations through the Combined Federal
Campaign. The government has also provided opportunities for special fund raising duri ng times of national emergency or catastrophic
disasters (such as September 11, 2001, or Hurricane Katrina). However, individual solicitation of funds for a specific organization by an
employee, acting in his or her official capacity, is generally prohibited by the government-wide Standards of Conduct at 5 CFR § 2635.808.
Q. What constitutes fundraising?
A. Employees (federal or non-federal) may not solicit, collect, or post a request for a monetary contribution while on government time or
government owned/leased property. Prohibited activities include soliciting, collecting, or posting a request for a monetary contribution for
• Girl Scout cookies; school band chocolate bars; similar items
• Wrapping paper offered by schools or other charitable organizations for the holiday season
• Raffle tickets for schools, bands, motorcycle give-a ways, etc.
• Charitable Walk-A-Thons
A federal employee may not
• Use or allow the use of their official title, position, or authority for an organization's fundraising efforts
• Request participation or sol cit donations from a special government employee

• Request participation by a prohibited source (e.g., contractors, Substantially Affected Organization)

• Solicit (either directly or indirectly) a donation/funds or other support from a subordinate
Q. So, what can I do?
A. You are allowed to do the following:

• Contribute to any charity/organization through the Combined Federal Campaign
• Solicit non-monetary contributions (e.g., soap, shampoo for homeless shelters; canned goods for a food bank), as long as you do
not violate the supervisor/employee relationship or the minimal use policy. Employees should obtain permission from their
supervisor and their administrative officer (AO) to ensure compliance with applicable building/fire code regulations.

• Volunteer for an organization and/or solicit funds for an organization on your own time and in your own capacity, without using your
official title or government resources.
• Post notices of events (which do not contain a solicitation for funds) in "common" areas of the workspace assuming one i s prov ded

by the building management (check w ith your AO first).
