<DATE>

Dear <Teacher or Staff Member at After School Program>,

You have been very helpful in the past in working with Educational Testing Service (ETS) to recruit students to help us test our tests. The students you helped to recruit provided rich information, and we are requesting your help again in recruiting more students to help us evaluate and improve test questions.

We are looking for students in grades 4, 8, and 12 to help us test new computer-delivered questions in <SUBJECT>. These questions will be part of the National Assessment of Educational Progress (NAEP) delivered to students nationwide. NAEP serves as the central means by which the United States measures student proficiency in core academic domains. It is vital for us to get student feedback while developing test questions.

These reviews are very informal group sessions where we show students early draft versions of computer-delivered questions; some may even be drafts on paper before they are turned into computer-based questions. Students will be informed that their participation is completely voluntary, and that they will not be evaluated. They will also be told they have a key role in helping us improve our tests and they can make a difference in the experience of thousands of students who will take these tests all over the country.

ETS staff will take notes of students’ reactions to these questions and use students’ feedback to revise and refine the questions. We will observe and ask questions about the students’ level of interest and ability to understand the questions. Students will also be asked if they have any suggestions on how to improve the questions.

The sessions will be scheduled for 60 minutes, and students will be given $25 Visa gift cards for each session as a thank you for their time and as an incentive to help us. In addition, if transportation to the site is involved, a parent or legal guardian of each student will receive a $25 Visa gift card as a thank you for the time in bringing the child to and from the play testing site.

We would like your help in distributing flyers and consent forms to students and in collecting consent forms. We will hold some sessions at ETS offices located in Princeton, New Jersey; however, if the parents of students cannot provide transportation to ETS, we would like to set up sessions at your <SCHOOL or ORGANIZATION> located at <address> after school or on weekends. If you are interested and willing to help us recruit students for this effort, or would like additional information about the effort, please contact <staff member at ETS organizing the sessions> and we will follow up with flyers and consent forms for you to distribute.

Thank you for your time and interest. If you have any questions, please contact <CONTACT INFORMATION>.

Sincerely,

<COMPANY REPRESENTATIVE>

Can You Help Us Test Our Test?

Educational Testing Service (ETS) is looking for students in grades 4, 8, and 12 to help us test new computer-delivered <SUBJECT> test questions for the National Center for Education Statistics (NCES), part of the U.S. Department of Education. These questions will be part of the National Assessment of Educational Progress (NAEP) given to students nationwide. Your participation could help improve a test taken by thousands of students all across the United States. You will be given early drafts of test questions and asked to respond to them and give your opinion about them. We call this Play Testing.

The information we collect from you as you explore and react to our test will only be used to help improve the test. The information will not be shared with or used by any school or district.

Play testing sessions will be held at <location of after school club or ETS location> on <note days of the week when sessions are scheduled and the window of time when these sessions will be held>. These sessions will last no more than 60 minutes.

You will get a $25 gift card for your time in helping us to improve our tests. In addition, if transportation to the site is involved, your parent or legal guardian will receive a $25 Visa gift card to thank him or her for the time in bringing you to and from the play testing site.

If you are interested, please fill out the attached consent form [for students 18 and older] or give it to your parent or guardian to complete. Return the consent form to <contact at school or organization>.

Good morning/afternoon/evening. May I please speak to <NAME of contact at school>?

Good morning/afternoon/evening. My name is <CONTACT NAME> and I am contacting you from Educational Testing Service (ETS). We are conducting an important study for the National Center for Education Statistics (NCES), part of the U.S. Department of Education. We are recruiting students who are currently in grades 4 or 8 to participate in research interviews supporting the development of new <SUBJECT> test questions for the National Assessment of Educational Progress (NAEP). The research interviews will explore how students work through <SUBJECT> test questions on computer to ensure that the questions are clear and understandable to a broad range of students. NCES simply wants to know how students would answer the questions if they were on an actual test and would like to hear students’ thoughts to improve the <SUBJECT> test questions and make the questions easier to understand.

The voluntary research interviews will last no more than 60 or 90 minutes for 4th or 8th graders, respectively. Students will be asked to respond to several <SUBJECT> test questions and will be asked about the questions. ETS staff will take notes of students’ reactions to these questions and use students’ feedback to revise and refine the questions. We will observe and ask questions about the students’ level of interest and ability to understand the questions. Students will also be asked if they have any suggestions on how to improve the questions.

[Recruiter note: this reference is for informational purposes only. If asked what law is being referenced, please provide the information contained within this bracketed text.]

We would like your help in distributing flyers and consent forms to students and in collecting consent forms. We will hold some sessions at <LOCATION>; however, if the parents of students cannot provide transportation to <LOCATION>, we would like to set up sessions at your school.

For each participating student, a $25 Visa gift card will be issued as a thank you for participants’ time. In addition, if transportation to the site is involved, a parent or legal guardian of each student will receive a $25 Visa gift card as a thank you for the time in bringing the child to and from the interview site. If the interviews take place at the school during school hours, the gift cards for each student will be issued to the school.

These interviews are an important stage of the NAEP test development process. The comments of students attending your school will help NCES improve test questions.

Would your school be interested in participating in or helping us to recruit students for this research study?

If NO: Thank you for your time. Have a wonderful day/evening.

If YES: Great, thank you very much. To ensure that we interview a broad mix of students and determine the best interview location, I have a few brief screening questions to ask you. It should only take a few minutes of your time.

Screener

[Recruiter: Determine recruitment needs in advance. Look in public documents and school website to find what grades a school includes, the size of each grade, the SES, and racial/ethnic makeup of the student body. Record all responses to screener questions. End screener at whatever point the school staff member gives a response that confirms that their group has already been sampled adequately. End screener script: Based on the requirements of this study, we are not able to include you in the interviews at this time.]

  1. Do you have XX number [specify recruitment needs] of fourth graders who might be available to participate in the study?

  2. Do you have XX number [specify recruitment needs] of eighth graders who might be available to participate in the study?

  3. Would you be able to give ETS a room in which to conduct the study at your school?

  1. Would you be able to send flyers and consent forms to parents of potential student participants?

Thank you for taking the time to answer the screening questions. Your school has students who are eligible to participate in the research interviews. Again, each interview will last about <60/90> minutes. Would you like to schedule the interview sessions at your school or help us recruit student participants who can attend interview sessions at <LOCATION>?

If NO: Thank you for your time. Have a wonderful day/evening.

If YES: Schedule the interview sessions or make arrangements to send recruiting materials to the school.

We may need to reach you by telephone. Is the number I called the best number to use?

Do you have any questions at this time?

[Recruiter: Answer any questions.]

If you do have any questions, please call <PHONE NUMBER>.

Thank you again for agreeing to be part of this very important research project.

<DATE>

Dear <NAME>,

My name is <CONTACT NAME> and I am contacting you from Educational Testing Service (ETS). We are conducting an important <SUBJECT> study for the National Center for Education Statistics (NCES), part of the U.S. Department of Education.

We are recruiting students currently in grade 4 or grade 8 to participate in voluntary research interviews supporting the development of new <SUBJECT> test questions for the National Assessment of Educational Progress (NAEP). The interviews will explore how students work through the test to ensure that the questions are clear and understandable to a broad range of students. Your child will be given a $25 Visa gift card as thanks for his or her time. In addition, if transportation to the site is involved, you will receive a $25 Visa gift card to thank you for the time in bringing your child to and from the interview site.

The interview for your child will take place at the <LOCATION> and will last no more than <60/90> minutes. The interview can be scheduled at the convenience of you and your child. During the interview, your child will be asked to respond to several <SUBJECT> test questions on a computer. NCES simply wants to know how he or she would answer the questions if they were to be included in the NAEP assessment. Your child’s responses will be used only for research purposes and will not be disclosed or used, in identifiable form, for any other purpose except as required by law [Education Sciences Reform Act of 2002 (ESRA 2002) 20 U.S.C., § 9573].

These interviews are an important stage of the NAEP test development process. By sharing their feedback with us, students can directly impact the future of this national assessment by helping NCES evaluate the test questions to create the best questions possible.

If your child is interested in participating in this research study, please call <CONTACT PHONE> or e-mail <CONTACT E-MAIL>. We look forward to speaking with you soon!

Thank you,

The interviewer will then ask open-ended follow-up questions such as why the participant selected each answer. Each interview will last no more than one hour. The purpose of these interviews is not to test or evaluate anyone, but to improve the survey questions by making the questions easier to understand. In other words, there are no right or wrong answers.

The interviewer will meet one-on-one with each student participant while school administrators and teachers have the option to be interviewed by telephone. Each session will be recorded using a voice recorder for the researchers on this study to review. No one else will hear the recording. Participant responses will be used only for research purposes and will not be disclosed or used, in identifiable form, for any other purpose except as required by the Education Sciences Reform Act of 2002 (ESRA 2002) 20 U.S.C., § 9573. KAI is asking <FOURTH/EIGHTH> grade students to take part in voluntary interviews to help us improve the survey questions for the National Indian Education Study (NIES). More information about NIES, which is conducted through the National Assessment of Educational Progress (NAEP), is available online at: http://nces.ed.gov/nationsreportcard/nies.

NCES is seeking input from American Indian and/or Alaska Native students to make sure NIES questions are more easily understood. Interviewers will ask your child multiple-choice questions and will then ask open-ended follow-up questions such as why your child selected each answer. The purpose of these interviews is not to test or grade students. In other words, there are no right or wrong answers. NCES wants to hear students’ thoughts and opinions about NIES questions in order to improve the questions and make them easier to understand.

The interviews will take place at <LOCATION> and will last no more than one hour. The interview can be scheduled at a time that works best for you and your child. Your child’s answers will be recorded using a voice recorder but will be used only for research purposes and will not be disclosed or used, in identifiable form, for any other purpose except as required by the Education Sciences Reform Act of 2002 (ESRA 2002) 20 U.S.C., § 9573.

These student interviews are important for the NIES survey process. Native students, such as your child, will directly impact the future of this national survey by helping NCES create the best questions possible. Your child will be given a $25 Visa gift card as a thank you for his or her time. For interviews taking place outside of regular school hours, you will also be given a $25 Visa gift card for providing transportation for your child to complete the interview.

If your child is interested in taking part in this voluntary study and you consent to his or her participation, please call <CONTACT PHONE> or email <CONTACT EMAIL>. We look forward to speaking with you soon!

Thank you,

Good <morning/afternoon>. May I please speak to <NAME>?

Good <morning/afternoon>. My name is <CONTACT NAME> and I am contacting you from Kauffman & Associates, Inc. (KAI). We’re an American Indian, woman-owned company based in Spokane, WA, that specializes in public policy work related to the health, well-being, and education of Native communities. I am calling to follow up on a <LETTER/EMAIL> that we sent on <DATE> regarding a study we have been asked to do on behalf of the U.S. Department of Education’s National Center for Education Statistics (NCES) for their National Indian Education Study, or NIES. NIES is sponsored by the Office of Indian Education (OIE) and conducted through the National Assessment of Educational Progress (NAEP).

As you know from our <LETTER/EMAIL>, we are looking to conduct interviews with fourth and eighth grade students, teachers, and school administrators to find out how to improve the NIES surveys. The interviews will last no more than one hour. The interviews will be recorded using a voice recorder, but all information will be reported in combined form so individuals will not be identified. Participant responses will be used only for research purposes and will not be disclosed or used, in identifiable form, for any other purpose except as required by the Education Sciences Reform Act of 2002 (ESRA 2002) 20 U.S.C., § 9573.

These interviews are an important stage of the NIES survey development process. Participant comments will help NCES improve the survey questionnaires. Student participants will receive a $25 Visa gift card. For interviews taking place outside of regular school hours, parents will also receive a $25 Visa gift card for providing transportation for the student to complete the interview. School administrators and teachers will each receive a $40 Visa gift card for their time.

We are hoping to include <SCHOOL> in this study. However, KAI recognizes and respects tribal sovereignty and we want to make sure we operate within the guidelines of the <TRIBE/NATION’S> rules for research. As such, KAI would like to gain approval from tribal leadership, before confirming the participation of any school. Would <TRIBE/NATION> be interested in participating in this research study?

If no: Thank you for your time. Have a wonderful <day/evening>.

If yes: Great, thank you very much. Can you tell me what next steps we will need to follow to proceed with this study?

As you know from our <LETTER/EMAIL>, we are looking to conduct interviews with teachers, school administrators, and American Indian/Alaska Native students in the fourth and eighth grades to find out how to improve the NIES surveys. Is your school interested in participating in this research study?

If no: Thank you for your time. Have a wonderful <day/evening>.

If yes: Great, thank you very much. I have a few brief questions to ask you about your school’s population. In this study, we are looking to include a diverse mixture of schools, such as schools in which American Indian and/or Alaska Native students form a small or large percentage of the overall student body.

SCREENING QUESTIONS:

  • Can you tell me what next steps we might need regarding any additional permissions, human subjects review, or tribal council review of this project?

  • Would you characterize your school as rural, suburban, or urban?

  • How many students attend your school?

  • How many are <FOURTH/EIGHTH> grade students?

  • What percentage of your <FOURTH/EIGHTH> grade students are American Indian and/or Alaska Native? (Obtain information for each grade if school has both fourth and eighth grade students in it)

  • Do you know the tribal affiliation of the students?

  • How many of your <FOURTH/EIGHTH> grade students are participants in the School Lunch Program?

  • Might you be interested in taking part in the interview?

  • Do you have a tribal affiliation?

    • If yes: Would you mind telling me what your tribal affiliation is?

  • Could you help us recruit students by distributing flyers to AI/AN fourth/eighth grade students?

  • Could you recommend some <FOURTH/EIGHTH> grade teachers we might speak with? (Explain we are looking for a mix of men and women and mix of years of experience.)
