Survey Facsimile for Cognitive Testing
BPS:12/14 interview items proposed for the second round of cognitive testing include revisions to items from the BPS:12/14 field test interview in the following sections: Enrollment, Education Experiences, Financial Aid, Employment, and Income and Expenses. The revisions made to these sections were based on information learned from the first round of cognitive testing, field test data, and discussion at the meeting of the BPS Technical Review Panel (TRP) on August 1 and 2, 2013. The Front End, Locating, and Incentives sections from the field test interview, which are administrative sections that do not focus on concepts unique to the BPS:12/14 interview, are not included in cognitive testing. There are no changes to the Background section.
Table 1 in this attachment lists the proposed revisions from the field test interview, including the interview section, item name, and a description of the proposed change. These are primarily revisions to items included in the field test, such as adding gate questions to route respondents more efficiently through the instrument, as well as clarification to question wording, and modifications to response options. The proposed interview also includes one new question recommended by the TRP to increase the analytical utility of additional items in the section. The attachment also includes an instrument facsimile, with the names of revised items highlighted in yellow. The second round of cognitive interviews will be used to assess the effect of these revisions on respondent burden and comprehension in the interview overall, in preparation for the full-scale interview.
