COLLEGE ACCESS CHALLENGE GRANT PROGRAM
Change Worksheet for FY 2010 Application
The
following are changes that were made to the OMB approved College
Access Challenge Grant (CACG) application:
Information on the Maintenance of Effort (MOE) requirement, established via the Higher Education Opportunity Act (HEOA), was included on Page 5 of the CACG application. The MOE requires grantees under the CACG program to expend amounts that are equal to or greater than: 1) the average amount provided for non-capital and non-direct research and development expenses or cross by the State to the public institutions during the five most recent academic years for which satisfactory data are available; and 2) the average amount provided for student financial aid for paying postsecondary education costs by the State to private institutions during the most recent academic years for which satisfactory data are available.
The second budget year in the Budget Summary Form (Page 21) was deleted because the
distribution of funds in the out-years is based on the relative number of residents in the State who are living below the poverty line and also yearly appropriations. The CACG program will be reauthorized under the America Graduation Initiative, which will allow grantees to implement grant projects for five years.
Information was either relocated to a different section of the document or slightly revised to make the application more user friendly and to refine instructions to applicants. These minute changes will not increase burden hours for applicants.
