OMB is
disappointed that NCES did not meet the previous terms of clearance
for this collection indicating that OMB was looking forward to
seeing "a thorough plan to ensure that there is no break in series
given anticipated data collection methodology changes." Therefore,
we are issuing a new terms of clearance requiring NCES to conduct
such analysis after the fact if any unexpected changes should occur
in the data collecting during 2009. OMB expects NCES to report back
on this matter at its earliest opportunity.

The Teacher Follow-up Survey (TFS) is
a follow-up to the School and Staffing Survey (SASS) and it is a
survey of teachers with the main purpose of providing a one year
teacher attrition rate. The TFS 09 is designed to be used in
conjunction with the SASS, and provide necessary information for
estimating and analyzing teacher turnover and for updating the
turnover estimates used in projections of teacher demand.
The increase represents a
reinstatement even though the amount of time it will take to
complete the latest round of the Teacher Follow-up Survey is less
than the original hours.
