OMB expects
that, prior to the next approval request for this ICR, the agency
will develop electronic fillable forms for use at the
Program/Facility level in an effort to reduce respondent burden.
Also, as per conversations with SAMHSA, the agency must clarify in
the form's definition section that sedation for non-medical
purposes qualifies as restraint.

The evaluation will utilize four
separate instruments the: 1) Facility/Program Characteristics
Inventory, 2) Inventory of Seclusion and Restraint Reduction
Interventions, 3) Treatment Episode Data and the 4) Event
Data.
Currently, the total burden was
9,702 hours. CMHS is requesting 2,870 hours for the current
project. The decrease of 6,832 hours is due to a programmatic
change in the number of mental health facilities participating in
the evaluation from 49 to 21 facilities.
