SUPPORTING STATEMENT FOR PAPERWORK REDUCTION ACT SUBMISSION


APPLICATION FOR GRANTS UNDER THE COLLEGE COST REDUCTION AND ACCESS ACT (CCRAA) OF 2007 PROGRAMS

(CFDA # 84.-----)



  1. JUSTIFICATION


    1. Collection of information is necessary in order for the Secretary of

Education to award grants under the College Cost Reduction and Access

Act (CCRAA) of 2007.


The programs authorized by CCRAA include the Asian American and Native American Pacific Islander-Serving Institutions (AANAPISI) and the Native American-Serving Nontribal Institutions. These programs award discretionary grants to eligible institutions of higher education so that they might increase their self-sufficiency by improving academic programs, institutional management, and fiscal stability.


Information is collected under authority of Title IV, Part J, Section 499A of the Higher Education Act of 1965, (as amended by section 802 of the CCRAA). The information collection of this discretionary grant application package falls under the Streamlining Plan OMB No. 1890.0001.


    1. This collection of information is gathered electronically by the

Department for the purpose of obtaining programmatic and budgetary information needed to evaluate applications and to make funding decision based on the authorizing statute and the published selection criteria.


    1. This is a new collection. Electronic submission has reduced the burden of both the applicants and Department staff.


    1. Since the information submitted in this application is unique to each respondent and to the authorization legislation, no duplication exists.


    1. This collection of information does not involve small businesses or other small entities.


    1. The department uses this information to make new multi-year grant awards. If this information is not collected or collected less frequently, the department would not be able to evaluate applications and make funding decisions based on the provisions of the authorizing statute. Data is only collected when the program appropriation amount is enough to fund new awards.


    1. There are no special circumstances as outlined in #7 of the instructions.


    1. The department’s Regulatory Information Management Group will solicit comments on this information collection in the Federal Register. Program staff will respond to any questions or comments resulting from the publication of the information collection in the Federal Register as required by 5 CFR 1320.8(d).


    1. The Department will not provide payments or gifts to respondents.


    1. The Department’s disclosure policies adhere to the provisions of the Privacy Act.


    1. Questions of a sensitive nature are not included in this information collection.


    1. Estimated burden hour of this collection of information is 410 hours. We estimate 410 respondents. Applications will be submitted electronically.

Labor costs for data processing and generation of application in required format $210.00. Annual cost to applicant to file and maintain application materials $100.00.

    1. There are no plans to publish the results. The information collected will

be used for internal purposes only.


    1. There is no request to omit the OMB expiration date. The department will display the expiration date for the OMB approval on the form, as required.
