Abstract: This data collection is for the purpose of assessing the effectiveness of the Sheltered Instruction Observation Protocol (SIOP) Model, a model of instruction for teaching English Language Learners (ELLs) that is widely used but whose effectiveness has to date not been evaluated rigorously. This one-year study utilizes an experimental design to examine the impact of SIOP instruction in 4th and 5th grade classrooms in 88 public schools in Georgia (44 treatment, 44 control schools). Research on educational issues of regional importance--such as the teaching of a growing population in the Southeast region, English Language Learners--is a key component of the REL-SE's contract with the U.S. Department of Education's Institute of Education Sciences. The study utilizes predominantly extant data (student assessment data collected by LEAs and school personnel data collected by the state department of education) but includes a brief Teacher Survey and classroom observations in the Spring of 2009, with a total of 616 respondents on the survey (and 616 teachers' classrooms observed).
