making scholarships available in accordance with the legislation
and regulations that govern the Robert C. Byrd Honors Scholarship
Program.
Data collected from past year
reports has not been sufficient. To align with program measurement
changes it is imperative that State Education Agencies (SEAs)
report more specifically on enrollment, persistence, retention, and
graduation rates. It is also necessary to have SEAs more
specifically account for funds distributions.
