PREPARATIONS (September 2006-June 2007)


September – March 2007

1. MOU finalized between WestEd and BIE. Agreement specifies monetary, in-kind and personnel contributions from each organization as well as deliverables and due dates.

2. Complete matrix analysis of common economic concepts and unit-specific variations (e.g., scarcity in Running in Place vs. President’s Dilemma)

3. BIE recommences teacher recruitment

4. Individual MOUs signed by each participating teacher, WestEd and BIE


January – May 2007

1. Prepare, refine (as needed) and reproduce the following instruments.

a) Teacher Background Survey

b) Test of Economic Literacy

c) Teacher Summer Institute Evaluation form

d) Student Background Survey

e) Student Unit Post Tests

f) Teacher End of Unit Surveys

g) Student Performance Assessment Tasks (CRESST items)

h) Teacher End of Semester Survey

2. Collect Background Survey and Test of Economic Literacy (Form A) from all teachers

3. Randomize teachers and notify treatment teachers of their participation in the upcoming workshop

4. Make logistical arrangements for 2007 Summer Institutes and 2007 Trainer’s Institute

5. Contract 2007 Summer Institute training staff

6. Complete 2007 Summer Institute professional development agenda and materials

7. Complete online professional development logistical arrangements

8. Complete 2007 – 2008 online professional development agenda and materials

9. Complete lecturettes and example “lesson plans” for Running in Place, Invisible Hand, Monopoly’s Might, Great Awakening, and President’s Dilemma. These will demonstrating how to integrate lecturettes, textbook and other content resources while teaching the units.

10. Reproduce sufficient copies of PBE Units and associated materials


June 2007

1. Conduct a two-day Trainer’s Institute to prepare and standardize the first Summer Institute professional development

2. Revise Prepare Running in Place, High School Food Court and Invisible Hand


FIRST YEAR STUDY (August 2007 – May 2008)


The schedule assumes classes run from September through January, and from February through June. Unit durations are based on approximately one hour per day and represent the minimum amount of class time for unit implementation. Variations will be accounted for including total days spent and hours of class time. “All teachers” refers to both treatment and comparison group. While “participating teachers” refers to the treatment group only.


August 2007

1. Conduct five-day Summer Institutes

2 Distribute PBE curricular materials, research instruments and procedures to treatment teachers

3. Participating teachers complete Summer Institute evaluation

4. Arrange data collection procedures from comparison group


September 2007

1. WestEd collects student rosters and grade information for students of all teachers

2. All students are administered Test of Economic Literacy and Student Economics Survey

3. Participating teachers implement Running in Place (3 days); complete teacher unit survey; give students BIE end of unit multiple choice test

4. Online professional development for participating teachers

5. Revise as necessary 2007 Summer Institute professional development agenda and materials for 2008 Summer Institute for Control Teachers


October 2007

1. Participating teachers implement Invisible Hand (7 days); complete teacher unit survey; give students BIE end of unit multiple choice test

2. Online professional development for participating teachers

3. Participating teachers implement Monopoly’s Might (10 days); complete teacher unit survey; give students BIE end of unit multiple choice test


November – December 2007

1. Participating teachers implement Great Awakening (10 days); complete teacher unit survey; give students BIE end of unit multiple choice test

2. Online professional development for participating teachers

3. Participating teachers implement President’s Dilemma (15 days); complete teacher unit survey; give students BIE end of unit multiple choice test


January 2008

1. All students are administered the Test of Economic Literacy (post-test) and Student End of Semester Survey (survey includes additional questions on satisfaction)

2. All students are administered performance assessment tasks (CRESST) to student sub-sample

3. WestEd collects attendance and grade data on students assigned to both participating and comparison teachers

4. All teachers complete Teacher End of Semester Survey (to get a general sense of instructional practice)


February 2008

1. WestEd collects student rosters and grade information for students of all teachers

2. All teachers administer Test of Economic Literacy and Student Economics Survey

3. Participating teachers implement Running in Place (3 days); complete teacher unit survey; give students BIE end of unit multiple choice test

4. Online professional development for participating teachers

5. Student performance assessment tasks scored

6. Contract 2008 Summer Institute training staff


March 2008
