The proposed survey, as required by
law, collects information from the private sector about the
competitiveness of Ex-Im Bank programs compared to the export
credit programs offered by the governments of the other major OECD
countries.

The response rate for the last
survey, given in 2006, was very low, and the responses we got from
those who had done only 1 deal with Ex-Im showed that they had very
limited or no experience in being able to judge Ex-Im Bank with
other export credit agencies. A more detailed explanation can be
found in item 2 of the Supporting Statement B.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
