Dear Dr. Salinger,
This is to notify you that the Study of Teacher Preparation in Early Reading Instruction, being funded by the U. S.
Department of Education and conducted by Optimal Solutions Group, Inc. and the American Institutes for Research
(AIR), was submitted for consideration to AIR’s Institutional Review Board (IRB) on December 16, 2005. The
project poses no more than minimal risk for human participants and thus qualified for an expedited review by the
IRB. Approval for the project is granted effective December 22, 2005.
To comply with our Federalwide Assurance (FWA) issued by U. S. Department of Health and Human Services, we
will conduct annual reviews of the project. Note that the project is scheduled for its next IRB review on 11/22/06.
In addition to this approval, all researchers participating on projects at AIR and Optimal must successfully complete
a course on human participant protections. Employees may take the online tutorial entitled, “Human Participant
Protections Education for Research Teams,” which is sponsored by the U. S. National Institutes of Health and
administered by the National Cancer Institute, or AIR’s online course. These courses provide information regarding
the protection of human participants in the form of concepts and principles, as well as opportunities to be assessed
on that knowledge via an exercise or quiz.
