In order to receive funds from the
Substance Abuse Prevention and Treatment Block Grant, States submit
in their annual block grant applications an assessment of service
needs Statewide, at the substate level, and for specified
population groups (as required by Section 1929 of the Public Health
Service Act). Under this cooperative agreement program, funds are
provided for States to conduct substance abuse treatment services
needs assessments utilizng core protocols for obtaining and
collecting data. Approval is sought for core protocols and
questionnaires for a household survey and surveys of arresters and
inmates....
