structure in this information collection is approved exclusively
for this clearance for this particular collection. ED shall provide
to OMB a detailed analysis of the impact of this incentive
structure on program results and on response rates once the agency
has this information. ED shall include these concerns when
publishing any results or conclusions from the study. Additionally,
ED shall ensure that it publishes any and all other limitations of
the study, including the fact that it is not representative of a
national sample, as discussed in e-mail and phone discussions
between ED and OMB.

The primary objective of the PCER
Program is to evaluate the effectiveness of selected preschool
curricula on child develop- ment outcomes such as language skill,
pre-reading and pre-math abilities, cognition, general knowledge,
and social competence. Although there is a need for preschool
programs to enchance their instrutional content, there is weak
evidence regarding the effec- tiveness of classroom curricula.
These data will provide critical date to allow governmental
agencies to recommend and preschool providers to choose among the
array of available curricula. The respondents indlcude children,
teachers and parents.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
