education programs, rather than the proposed $240. ED will assess
the results of the field test using Phonepass and provide these
results upon resubmission. ED will evaluate the utility of this
interviewing method for other ED studies. ED will ensure that
response rates for both the household and program sample
participants do not fall below 75%. If response rate are below this
threshold, ED will provide evidence of minimizing, to the extent
practicable, non-response rates during this study, and proposals to
minimize future non-response rates and bias.

The International Adult Literacy and
Lifeskills Survey (IALLS) will collect internationally comparable
information on the literacy and numberacy performancy of adults
from around the world. The IALLS will be administered in the
general household population aged 16-65 and in selected
federally-funded adult education programs. The IALLS household
assessment will provide a detailed picture of the literacy and
numeracy skills of U.S. adults compared to adults in other
