The Comprehensive Program is a
discretionary grant award program of the Fund for the Improvement
of Postsecondary Education (FIPSE). Applications are submitted in
two stages--preliminary and fina. The program supports innovative
reform projects that hold promise as models for the resolution of
important issues and problems in postsecondary education. Grants
made under this program are expected to contribute new information
in educational practice that can be shared with others. As its name
