consistent with ED's memos of 8/13/99, 8/18/99, and 8/20/99. The
following terms of clearance apply: (1) OMB commends ED on the work
done on the development of this study. The study is well designed
and should provide reliable and valid data on childhood
development. (2) ED will continue to investigate a the possibility
of conducting an oversample of American Indians or separate study
of American Indian child development. In developing a strategy for
such a study, ED will look for alternatives that minimize cost
while maximizing the utility of the data provided. (3) Consistent
with the 8/13 memo, ED can conduct a maximum of 300 parent
interviews during the Census moratorium (March 1, 2000 - June 30,
2000). (4) Following the implementation of the field test, ED will
analyze the appropriateness and sufficiency of the questions in
Section O of the parent questionnaire for clearly identifying a
child's disability. Prior to implementation of the full scale
study, ED will report to OMB on its findings with respect to this
issue. (5) Given the multiple waves in this longitudinal study, ED
shall make every effort to maximize response rates so that each
wave achieves as close to a 100% response rate as possible. (6) ED
will provide an 83-C form along with a field test report and other
information described above for OMB review prior to implementation
of the full scale study. (7) ED will work with HHS to determine if
there are any feasible ways to obtain a representative sample of
adopted children.

The Early Childhood Longitudinal
Study-Birth Cohort 2000 (ECLS-B) is a component of the Early
Childhood Longitudinal Studies program. Studies also include the
Kindergarten Class of 1998-1999, currently underway. The ECLS
program responds to increased policy interest in a critical period
in the development of children, the years from 0 to 3. The
principal purposes of the study are to assess children's health
status and their growth and development in a variety of key domains
that are critical for later school readiness and academic
