amended by ED's submissions of 4/16/99 and 4/20/99. In addition,
the following terms apply: (1) ED will continue in its efforts to
work with the Department of Treasury (IRS) to implement, as soon as
possible, an income verification program for Federal student aid
applicants (as authorized in the Higher Education Act Amendments of
1998). Prior to implementating any piece of the verification
process (e.g., testmatches of data, matching of data for
individuals that have greatest likelihood of misreporting), ED will
submit to OMB as an addendum to the FAFSA package its plan or
strategy for implementation. Further, the next submission of the
FAFSA for clearance will contain a detailed update on what ED has
accomplished with respect to a verification program to date, and
what the strategy and timeline is for future activities. OMB agrees
to provide any help or guidance to ED and Treasury toward
successful implementation of a verficiation program. (2) Prior to
sending out the final version of the 2000-2001 FAFSA for use in the
field, ED will submit for OMB review as an addendum to this
package, its plan for dealing with FAFSAs that fail to report the
parent social security number (e.g., will it yield a reject FAFSA,
a comment code, etc.). (3) Prior to sending out the final version
of the 2000-2001 FAFSA for use in the field, ED will submit for OMB
review as an addendum to this package, a revised Privacy Act
statement which reflects the final disposition on the issue of the
parent SSN. (4) Prior to sending out the final version of the
2000-2001 FAFSA for use in the field, ED will submit for OMB review
as an addendum to this package, ED's strategy for implementing the
*drug conviction* provisions of HEA 1998. ED will provide OMB
periodic updates on this issue in light of developments through the
negotiated rulemaking process which is currently underway. Further,
as part of the addendum, ED will provide for OMB review a copy of
worksheet C (or any worksheet ED plans to provide to students to
use in assessing eligibility) (5) Through use of an electronic
access code or some other means that ED deems appropriate, ED will,
for the 2000-2001 FAFSA, have in place an option for all renewal
web filers to complete their submissions without printing out and
mailing in a separate signature page. OMB commends ED on their work
to achieve this important goal, and on their accomplishments with
respect to Web FAFSA. Further, ED will continue their work to
provide an electronic signature option for all FAFSA filers
(renewal and first time filers). (6) In each area where ED did not
make changes to the form in response to public comments because the
commenters misunderstood ED policy, ED will work closely with the
student aid community to clear up any confusion surrounding those
policies. For example, ED will work with the community to clarify
ED's policy with respect to question 77 on the 2/16/99 version of
the FAFSA regarding number of people in the parents household. (7)
In order to address confusion expressed by public commenters, ED
will change the parenthetical in item 66 of the 4/16/99 version of
the FAFSA from (except for your parents) to (exclude your parents)
or (do not include your parents).
