amended by ED's memos and revisions submitted to OMB on 4/9/98,
4/17/98, 4/20/98, 4/22/98, 4/27/98, and 4/28/98. OMB notes that ED
should be commended for their efforts in streamlining the FAFSA.
The FAFSA redesign effort is a great example of ED's commitment to
reduce burden and to customer satisfaction for students
participating in ED's student aid programs. In addition to the
memos and revisions listed above, ED agrees to the following
conditions of clearance: 1) ED will develop a short summary
document that provides basic information on student aid to be used
by students in conjunction with filling out the FAFSA (ED did not
address this from the prior terms of clearance); 2) ED will develop
and implement for use in the 1999-2000 Web FAFSA a method of
processing renewal Web FAFSAs without requiring the submission of a
separate written siganture page for parents of dependents students;
2) ED will, in the event a "FAFSA Handbook" or FAQ is developed,
submit to OMB change language in the FAFSA that alerts the student
to the existence of this handbook or FAQ; 4) ED will continue its
current efforts to investigate ways of marketing Web FAFSA (e.g.,
public service announcements and internet advertising); 5) ED will
make any programmatic changes necessary to so that the FAFSA will
utilize the D-U-N-S number as the single identifier for
institutions. The timeline for full D-U-N-S implementation will be
consistent with the timeframe outlined in ED's Gen-98-8 Dear
Colleague letter (i.e., the 2001-2002 needs analysis cycle
beginning January 1, 2001 for the award year beginning July 1,
2001); 6) ED will update OMB on the development of an interactive
voice response system that will allow all phone numbers listed on
the FAFSA to be toll free. ED will provide OMB with cost estimates
for the new system and a time line for pilot and/or full scale
implementation; 7) ED will follow the following process for PRA
clearance of Web FAFSA - Once ED can present to OMB the final
design of Web FAFSA, ED will submit to OMB an addendum to the
current package. At that time, if OMB finds that there are
substantive an material differences between Web FAFSA and
paper-based FAFSA, ED will resubmit Web FAFSA for clearance; 8) In
terms of electronic signatures for all applicants and parents, ED
will update OMB on both ED's long term goal of implementing the GSA
certificate authority method and ED's interim strategies (e.g.,
pin/hash technology). ED will provide OMB with a briefing on this
issue at the time the Web FAFSA addendum is submitted to OMB; 9) ED
will continue their efforts to consolidate student-based electronic
FAFSA options to Web-based options; 10) In terms of the need for a
form version of Web FAFSA in addition to the interview version, ED
will continue to monitor public concern and assess whether there is
a need to develop a form version for the 2000-2001 Web FAFSA, and
if appropriate develop a cost estimate for the development of a
form version; 11) ED agrees that any technical issues dealing with
the implementation of Web FAFSA that were not resolved during this
review will be addressed in the context of OMB's review of the Web
FAFSA addendum.
