addition, ED agrees to the following terms of clearance: 1) ED's
submission of a burden change sheet to account for the increase in
hours from the pilot to the full scale will include information on
the estimated cost to the Federal government for the full scale
study. 2) OMB notes that the purpose for which OMB approves the
remuneration of books and supplies to schools is to reimburse
schools for specific costs associated with participating in the
study. 3) OMB notes that the burden total for the pilot test have
been adjusted to reflect the new burden totals outlined in the 9/28
memo.

The Civics Education Project is a
multi-national project coordinated by the International
Asscociation for the Evaluation of Educational Achievement (IEA).
Through this project, a student assessment will be administered to
14 year olds to assess their civics knowledge, skills, attitudes,
and actions.
On behalf of this Federal agency, I certify that
