This information
collection request is approved consistent with EPA's letters to OMB
of 9/17/98 and 9/30/98, and consistent with the following terms of
clearance: As agreed to by EPA staff, the ICR is amended to
eliminate the requirement that tour operators make available
post-activity information. This amendment is necessary because the
post-activity information os already made available by tour
operators to EPA through other Federal government entities. Thus, a
requirement for tour operators to report the information would be
duplicative and have no practical utility. In the event that
post-activity information is no longer available (or EPA has
evidence that it will soon become unavailable), EPA will request
OMB approval to require tour operators to make this information
available to EPA. OMB notes that the burden calculations have been
adjusted from the initial 83-I to reflect the elimination of the
reporting of post-activity information by tour operators.

40 CFR part 8 specifies procedures
that must be followed by any person or persons organizing a
nongovernmental expedition to or within Antarctica in evaluating
the potential environmental impacts of their activities. These
regulations include the required considerations and elements
relevant to environmental documentations of the evaluation, as well
as procedures for submission of environmental documentation to
allow the EPA to review whether the evaluation meets the
obligations set forth herein and the requirements an Annex I of the
Protocol on Environmental Protection to the Antarctic
Treaty.
