consistent with and amended by ED's memos to OMB of 7/14/98 and
7/23/98. In addition, consistent with the 7/23 memo, ED agrees to
the following terms: 1) ED will qualify any findings from this
study as not representative of all states with charter school laws.
2) ED will submit to OMB drafts of case study protocals prior to
administering these protocals so that OMB can assess whether such
information collection activity is covered by the PRA and thus
necessitates the ED follow appropriate PRA procedures. 3) In the
interest of assessing the many different information collection
activities being conducted by ED on the charter school community,
ED will provide OMB with a briefing on these efforts. The purpose
of the briefing is to assess the big picture of charter school
information collection activities, identify areas of possible
overlap, and to demonstrate continued coordination within ED.

This 2-year study will look at
accountability relationships between charter schools and their
sponsoring State agencies and whether these relationships are
defined by law or developed in practice. One part of the study is a
survey of a sample of authorizing agencies in six States.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
