Approved
consistent with ED's memos to OMB of 6/9/98 and 6/18/98. In
addition, ED agrees that the version of the AFEA that OMB is
approving does not contain a data field for Congressional Districts
in that ED has found an alternate and more reliable source to
obtain that information. Further, ED will update OMB on its
progress with the Electronic Grants Partnership in the next
submission of this paperwork. Additionally, in order to increase
the utility and clarity of the form, ED will add an instruction for
the human subject data field (question 11 on this approved form)
that explains in "plain English" what is meant by human subjects
research. ED will submit this new instruction as soon as practical
and prior to using this approved form in the field.
