Public Law 103-227 reauthorized the
Office of Educational Research and Improvement (OERI) and required
the Assistant Secretary to establish standards for evaluating the
performance of recipients of OERI grants, cooperative agreements,
and contracts (20 U.S.C. 6011(1)(2)(B)(ii)).
