This collection
is approved for one year for the collection of FY1995 data provided
that ED comply with the pending condition of clearance. ED shall
provide OMB an analysis of the annual variation in data reported by
States. This analysis will inform the decision as to whether annual
collection of these data remains necessary. This collection will
not be reapproved without the above analysis. This collection is
also approved as amended by ED on 5/8/96. In addition, we strongly
recommend that the FSCS consider expanding its questions on access
to the internet and access to electronic services to gather more
useful information. See OMB memo (questions 5 and 6) for more
detail.

The National Education Statistics Act
of 1994 mandates the collection of data on the condition and
progress of education in the U.S. NCES is to fulfill this duty by
"acquiring, compiling, and disseminating statistics on the
condition of education, including data on libraries.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
