Terms of Clearance: This collection is approved provided that ED make the following changes: (1) add the OMB number and expiration date to the cover page of the application package; (2) add the standard burden statement to follow the cover page; (3) add the following statement to the "Dear Applicant" letter which was agreed to at the time of the collection's last OMB approval: in the final paragraph before "Upon receipt of your application", add "While submission of the extra copy greatly assists the review process, applicants will not be penalized if they submit only two copies."
