collection will generate certain data similar to that collected
throug financial and performance reports for the Library Services
and Construction Act. ED has demonstrated that the NCES collection
approv here will collect these data with sufficient validity and
reliability; accordingly, the LSCA program will be able to access
the NCESdata base for key information about State library agency
services and expenditures. ED shall revise those program reports as
soon as possib to eliminate collection of data that will be covered
by this NCES repo report: specifically, data elements that collect
information on monitoring (Q. 17, lines 115-116 of the NCES
report); on staff numbers for LSCA grants administration (NCES Q.
19, line 132); on LSCA income title (NCES Q. 21, lines 154-163);
and on expenditures by title (NCES Q. 23).This will allow States to
report the information once annually to ED, rather than twice due
to duplicative data elements between this NCES collection and the
LSCA program reports.
