is approved for use through 6/95 or until the publication date of
the final Substance Abuse Prevention and Treatment Block Grant
rule, whichever date comes first. In addition, the following
clarifications should be made to this submission prior to us 1) to
the maximum extent feasible, hard copy or electronic versions of
forms should highlight for respondents those information items
which a optional or where estimates will be accepted; 2) the
instructions shou be amended to provide the States the same
flexibility in specifying ne risk categories and codes as with
strategies/activities; and 3) hard copy and electronic forms 06A,
10A, and 10B should be amended to indicate that States must only
report on those Federally determined ri categories or
strategies/activities that are meaningful or appropriate in the
context of the State's programs.

GRANTS TO STATES FOR THE PURPOSE OF PROVIDING PREVENTION AND
TREATMENT SERVICES. UNDER THE PROVISIONS OF THE LAW, STATES MAY
RECEIVE ALLOTMENTS ONLY AFTER AN APPLICATION IS SUBMITTED AND
APPROVED BY THE SECRETARY. THIS PACKAGE PROVIDES THE STATES WITH
THE FORMS AND INSTRUCTIONS FOR THEIR APPLICATIONS SO THEY CAN
COMPLY WITH THE REQUIREMENTS OF THE LAW AND THE
