As in the
previous OMB clearance, approval through 1/93 is granted solely for
the State choice of form and content for block grant reporting as
articulated in 45 CFR 96.10. States voluntarily may select the
reporting format included in this package. To date, HHS has not
promulgated a proposed rule amending this policy. The followi
conditions must be met for this clearance: 1) The solicitation
letter should articulate deletions made to the voluntary format and
clarify existing policy; and 2) In addition to deleting the
Services Coordination Matrix and the Regional Spending Plan, ADAMHA
should dele the Regional Activity Inventory (Form-07) and regional
breakouts for the Needs Assessment Summary Matrix (Form-09), and
the Treatment Utilization Matrix (Form-15). ADAMHA admits that for
FY 1991 "no State response was adequate to meet the statutory
requirements for data-based distribution of prevention and
treatment services across regions in accord with need." The statute
mandates needs assessment on the community level, however, so for
FY 1993 HHS must refine an instrument that is useful to States in
meeting this objectiv and that provides data with practical
utility. Finally, the next submission for OMB review must fully
address OMB's previous clearance remarks. In particular, the
Department must promulgate a proposed rule amending 45 CFR 96.10.
If ADAMHA fails to respond to these concerns, future requests for
voluntary or mandated formats will be disapproved.
