through 1/92 under the condition that prior to submission of a
revised and/or mandatory format, HHS extensively consults and
coordinates with State alcohol, drug abuse, and mental health
offices to ensure that data collected: (1) Have practical utility
and validity for Federal policy making. For example, States
commented that regional breakouts would be defined differently
between States and would be meaningless for Federal level analysis
(2) Are not redundant with existing and planned data efforts.
States commented that linkage was necessary with instruments such
as the Mental Health System Improvement Project (MHSIP), the
National Drug and Alcohol Treatment Unit Survey (NDATUS), and the
Minimum Data Set (MDS) and (3) Fully satisfy statutory
requirements. For example, race data in the absence of other
socio-economic variables do not fulfill Public Health Service Act
requirements for needs assessment and planning, and may in fact
bias descriptions of the prevalence and characteristics of drug
abuse (ers). The next submission for OMB review must include a
description of State consultations and an evaluation of State
experiences with the new, voluntary format. In addition, prior to
mandating that States use a standard format for block grant
reporting, HHS should publish a proposed rule amending existing
regulations at 45 CFR 96.10.

DESCRIBING THE INTENDED AND ACTUAL USES OF ALLOTMENTS TO THE STATES
UNDER THE ALCOHOL, DRUG ABUSE AND MENTAL HEAL SERVICES (ADMS) BLOCK
GRANT. THE INFORMATION FROM THESE REPORTS ARE USED BY CONGRESS, THE
AGENCY, STATES, AND THE GENERAL PUBLIC.
