low response rates (approximately 70%). ED will provide this plan
for OMB review prior to releasing any information from those
surveys.

THE SPRING 1993 TELEPHONE FOLLOWUP TO
THE 1992 OMNIBUS SURVEYS IS DESIGNED TO ASSESS THE PROGRESS OF A
SAMPLE OF THE ORIGINAL OMNIBUS RESPONDENTS IN THE IMPLEMENTATION OF
THE 1990 PERKINS LEGISLATION. IT ALSO IS DESIGNED TO TRY TO DETECT
ANY MEASURABLE EFFECTS OF PERKINS OBSERVABLE AT THIS TIME.
On behalf of this Federal agency, I certify that
