Abstract: THE ROBERT C. BYRD HONORS SCHOLARSHIP PROGRAM PROVIDES FEDERAL GRANT FUNDS TO STATES TO AWARD NON RENEWABLE POSTSECONDARY EDUCATION SCHOLARSHIPS TO OUTSTANDING HIGH SCHOOL SENIORS. STATES ARE REQUIRED TO SUBMIT A ONE-TIME AGREEMENT TO PARTICIPATE IN THE PROGRAM. HOWEVER ANY CHANGES TO THEIR APPROVED CRITERIA AND PROCEDURES FOR SELECTING SCHOLARS MUST BE SUBMITTED FOR REVIEW AND APPROVAL OF THE SECRETARY.
