PROGRAM USES FEDERAL FUNDS TO PROVIDE GRANTS TO STATES TO ENABLE
THE STATES TO AWARD NONRENEWABLE SCHOLARSHIPS TO HIGH SCHOOL
SENIORS WHO HAVE DEMONSTRATED OUTSTANDING ACADEMIC ACHIEVEMENT AND
WHO SHOW PROMISE OF CONTINUED ACADEMIC ACHIEVEMENT. STATES ARE
REQUIRED TO SUBMIT AN AGREEMENT TO PARTICIPATE IN THE
PROGRAM.
