OWNERS/OPERATORS OF PHOSPHATE
FERTILIZER PLANTS MUST NOTIFY EPA OF CONSTRUCTION, MODIFICATION,
STARTUPS, SHUTDOWNS, MALFUNCTIONS, DATES A RESULTS OF INITIAL
PERFORMANCE TEST. OWNERS/OPERATORS SHALL INSTALL, CALIBRATE, AND
MAINTAIN MONITORING DEVICES TO DETERMINE THE MASS FLOW OF
PHOSPHATE-BEARING FEED, AND DEVICES TO CONTINUOUSLY MEASURE/RECORD
PRESSURE DROP ACROSS THE SCRUBBERS. RECORDS OF THE MASS OF
PHOSPHATE
