this information collection request, as amended by ED's memoranda
to OMB of 12/19/90 and 1/2/91. In addition, ED has agreed to the
following terms: o The NHES adult education component will be
administered as a field test, and will include appropriate
methodological and comparative analyses. Data collected through
this component will be reported accordingly. ED should report the
field test results to OMB when they are available. o In the field
test component, ED will examine the response patterns of households
with only persons over 70 years of age, and will make appropriate
adjustments to the study consistent with these patterns. o In the
field test report, ED will analyze the degree to which identifier
questions S15a and S17 of the Screener, and A19 of the Adul
Education Interview, are consistent with more detailed classifier
questions throughout the survey instruments.

NCES WILL FIELD A TELEPHONE SURVEY OF
EARLY CHILDHOOD EDUCATION AND ADULT EDUCATION. THE DATA WILL BE
USED TO DESCRIBE THE EARLY EDUCATION EXPERIENCES OF YOUNG CHILDREN
AND THE EDUCATIONAL ACTIVITIES OF ADULTS. THE DATA WILL BE USED TO
MONITOR TRENDS IN THESE EXPERIENCES AND ACTIVITIES OVER
TIME.
