NUMBER OF SMALL EDITORIAL CHANGES WHICH ARE BEING SENT TO THE
AGENCY UNDER SEPERATE COVER. ALSO EDUCATION MUST PROVIDE OMB WITH A
FINAL PRINTED COPY OF THE FORM AS SOON AS POSSIBLE. NO ADDITIONAL
CHANGES MAY BE MADE TO THIS FORM WITHOUT PRIOR OMB CONSULTATION AND
APPROVAL. THE USE OF CALCULATORS AS ENCLOSURES ACCOMPANYING THE
DATA COLLECTION INSTRUMENTS IS APPROVED UNDER THE CONDITION THAT
2500 STUDENT AND 2500 PARENT QUESTIONNAIRES ARE MAILED WITHOUT
CALCULATORS SO THAT THE EFFECTIVENESS OF THIS TECHNIQUE OF
INCREASING RESPONSE RATES CAN BE TESTED. THE TEST AND SUBSEQUENT
ANALYSES WILL BE AT NO ADDITIONAL COST TO THE FEDERAL GOVERNMENT.
APPROVAL OF THE CONTENT OF THE PARENT SURVEY IS NOT GIVEN AT THIS
TIME SINCE EDUCATION HAS NOT PROVIDED A FULL JUSTIFICATION. IT IS
UNDERSTOOD THAT A FULLY-JUSTIFIED REQUEST FOR APPROVAL OF THE
PARENT SURVEY WILL BE SENT TO OMB IN THE NEAR FUTURE.

SAMPLE OF STUDENTS IN POSTSECONDARY INSTITUTIONS, THEIR PARENTS AND
THEIR SCHOOL FINANCIAL A RECORDS. IT WILL PROVIDE A STUDENT-BASED
INFORMATION SYSTEM FOR STUDENT FINANCIAL AID. IT WILL ASSESS THE
DISTRIBUTION AND USE OF FINANCIAL AID AND ADDRESS THE MOST
IMPORTANT ISSUES IN THIS ARE
