DEVELOPMENT OF OBJECTIVES, BACKGROUND QUESTIONS, AND EXERCISES AND FIELD-TESTING OF ITEMS FOR THE 1987-88 ASSESSMENTS IN WRITING, READING, CITIZENSHIP, AND U.S. HISTORY WILL OCCUR DURING THE 1987 SCHOOL YEAR.
